Could be that people wanting more privacy/ storing their steem off of steemit , especially if you have a huge account. I know people can open multiple accounts too for privacy...
Powering down to sell their steem or to change their currrency will bring down the value of steem.
If the power down is reduced, it will help control the price of steem. Great work.

So, what to do next?
I think the floor has be lifted from the old $1-$2 to around $3 to $4. More reasons to hold STEEM this week after having many take a power down last week.

Probably everyone who has or had huge amounts of Steem and wanted to sell has already powered down and sold that is why powering down numbers are down.
