He's the troll under the bridge... He did some nasty stuff to me once also... nothing that can be really done about it, and note that not long ago he got flagged heavily during the 'Experiment' so much so that he ended up with negative reputation. But this doesn't affect the power of his up, or down votes.

How does he have any? That account he's using only has $6k steem in it.
Maybe he's getting bored with trolling here and decided to put his inheritance money or whatever commie arty grant he abused to get this much power to be a little hitler here, into something else.
I wouldn't worry about it. It is something you will understand has not got the same meaning as reporting someone on facebook.
