there's a pool of voting power each day and the more steem power you have the more you can take from that pool to vote on other people posts. Whales generally take most of the vote pool but theoretically if I understand this right, if you were the only one to vote that day on the entire steemit platform you're votes would pay out thousands of dollars.
so voting power is based on steem power plus everyone else that is sucking down the voting pool.
Steem power is how much influence (or $) your vote can give. Voting power is a percentage that reduces each time you vote (by about 0.5% each vote.)
So think of Steem Power giving the most influence you could have when your voting power is at 100%.
However your voting power regenerates at a rate of 20% per day. Hence right now you can vote 40 times in 24 hours and be able to regenerate it back up (near) to full.

Will the steem power decrease?
Nope, the value might change but you'll never loose it unless you choose to power down and convert it into Steem.
