Just the fact that anyone can profit from content creation in Steemit invites clickbait and other poor-quality content. I think a large part of that issue is what social media means to people today. Many of us don't have the time to read long, well-written posts when we visit social media sites, as we've gotten ourselves into the habit of only looking at such platforms when we're bored for a minute or two and waiting for that instant gratification that other sites give us. The question now is how to change our view of what social media is into something that makes us want to spend 10 minutes or more reading a post, and actually putting time into a comment on such a post.

If that is true then the reward model should change. If quantity matters more than quality then smaller rewards with a cap should be implemented so more people can get rewarded.
