Extremely interesting idea you have here @benjojo.... I need to look into EOS a bit more myself, but it seems to be everywhere!!
Can users purchase EOS tokens with their steem? or would it have to be converted to ETH and then purchased ?

You need ETH in order to take part in the ETH contract distribution. It will be everywhere and nowhere in the future! :)
