Interesting. There is no much safeguard against tag abuse.
As for the number of tag, the code allows for more than 5. The UI is what blocks it to 5 so if you do your own, you can lift the limit. See the comments in this post.

You are correct, the "tags" are just entries into the metadata, which is not size restricted. The Steemit platform restricts entry, not the BC.
