What the heck is wrong with Fiverr!

I started my Freelancing on Fiverr as a Graphic Designer and my Friend started it just a month ago,
He recently Made 1300USD on Fiverr in a month and he was so Excited about it, He attached his Card along with Fiverr and Suddenly his Account got terminated due to some unknown Reasons.
It was temporary Down!
He has withdrawn 834$ Recently and What the Heck is wrong with Fiverr!
They Disabled his Account and Saying that you have not valued over
TERMS AND CONDITIONS.
ANY ONE PLEASE HELP!!!!
