Yes. It is easy.

Step 1 - find all new comments
Step 2 - filter them to only comments that are shorter than 30 characters, or something like that (saves time)
Step 3 - filter them to only comments of users with lower reputation (saves time)
Step 4 - get their previous comments
Step 5 - If the user had posted the same comment more than 5 times - flag it.

interesting idea. I wonder if that is possible with the amount of comments we get, there is no flagging authority that can handle that amount of spam.

Find my other comment in this post, in which I propose to write the script for some money.

Catching all the intended comments would be hard, but it also doesn't take much... I'm "not much" in the klout department, but I hid some obvious copy-pasta yesterday with a very low percentage flag... even a "fractional" (less than 1%) flag vote from a 50,000SP account could deal with a LOT of garbage.

I think the idea here is less to "catch everyone" than to send a clear message to the hordes who are arriving here from Amazon Mechanical Turk that "clicking for cents" is NOT a viable (profitable) endeavor on Steemit.
