Oooops, I actually already have contacted people in steemit.chat "out of the blue" - I did this when I had questions or wanted to ask for permission to translate articles or so. First lines of my messages would always be like "I hope you don't mind me contacting you out of the blue, I'd like to ask you...."
So far, I have not received any negative responses yet, but I also have to say that I did not contact whales I didn't know to beg for votes. Things might be very different when doing this instead of trying to network with other minnows.

I don't think that is too bad. I should clarify in the post that it is mainly contacting people you don't and sending them your link for a vote that is bad I think. Also it is a matter of approach too. If you do it very politely to ask for help that is probably OK. Anyway these are not strict rules but just a guide sometimes you may need to break them.
