Thank you for the explanation. Well everything looks more complicated than I thought :( We can only hope that things get better.
To prevent abusers of creating other accounts, we can have ID verification. I know that we have freedom and we enjoy our privacy. But I think thats the only solution to prevent multiple sign ups and phishing. I am also sure that the most users wont have anything against such a decision, because it is for their own security.

There is no way to enforce ID verification, since the blockchain allows anyone to create an account. You yourself even have the ability to do this right now using SteemConnect, and there is nothing forcing you to validate the ID of anyone who you create accounts for.
I know everybody loves privacy, but somehow we need to get rid of scam :(
