Hmmm...?! - I'm not sure what you are asking in fact, as everything is quite clearly explained there.
But, if you are maybe asking, are you allowed to use the photos from Pixabay even without giving the credits to the artist - the answer would be "YES - you can!"
(Except those that are licensed differently, but I already told you maybe only 1% of them on that site would fall in that other category.)
If you are maybe asking about photos that are from Pixabay but source linked to the hosting site (like imgbb.com or ibb.co), in that case, when source link is not mandatory - no source link would be a better solution than a fake source.
Personally, I always credit the author even when it's not obligatory. But, that's my personal choice.
From the experience, especially here on Steemit, and to stay on the safe side from being blacklisted or even downvoted by SteemCleaners, and if you plan to use Pixabay (or any other similar site) photos for the majority of your posts, I would create some default note and put it on the end of every article.
Something, e.g., like: "All images used in this article are from Pixabay if not otherwise stated!"
In that case, you would need to provide the correct source only for those images that are not from Pixabay.
The thing is, although it's not some rocket science to find the actual source of some used image, some curators wouldn't investigate deep enough what might be the problem in cases when the same image has been used on lots of blogs or websites out there. And if some sites or blogs have better rankings than Pixabay itself (what is not that rear), they would pop up first in the results. In such case, if the curator wouldn't dig deep enough might end up with a wrong conclusion that image has been picked from those better ranked (and usually quite reputable sites) which in most cases don't allow copying of their content.

However, and once again, if you planning to use mostly Pixabay photos for your articles, I would advise you to create some default note (kind of I show you above), and although it's not mandatory as it would keep you on the safe side even if some more superficial curator come across and save your time to explain what he/she missed by writing appeals and waiting for the downvote removals or to be pulled down from the Black List.
