I am doing the same. Look at my comments, I love to comment on other good looking & knowledgeable posts. I always appreciate my upvoters too by resteeming their posts & by placing great comments on their posts & get some rewards on my comments from the people like you.
But it's hard to get upvotes on Posts if you are new & have little followers.
I thought Maybe I am doing anything wrong on this platform. But as you said, "you have 2000 followers but hardly get1 10 upvotes on your posts". Now the thing is understandable. Let's see how other people will advice on this.

You can also interact with other Steemians offsite on platforms such as Facebook groups, Discord and steemit.chat , there is also the opportunity for post promotion on these as well. Keep on going the way tlyou are and I’m sure you’ll start to build you follower base and Steem power in short time.

On steemitchat there is a post promotion thread which you can post your post links onto but don’t overdo it.
Also look for the Minnow Support Project here on Steemit and on their discord server with many sub groups for countries and interest groups.
