This is a very interesting question that you ask. I would come up with another approach. I think it is quite subjective to rank articles.
I would define some minimal requirements in terms of content (number of words, language, images and structure). Every entry that fulfills the requirement would get a price. Among all these entries I would then draw the one big winner.
Like that I can reward all the people who all did work for it.
By making it a draw I dont have to choose and rate. This means also that I dont have to disapoint people.
Everybody who takes part with a valid entry wins. So they might come again because they haven't worked for nothing. The big price acts as magnet to attract people.
