Can we simply make it claim back 1 each? Seems less prone to wild swings in land. And clearly this should be done before any rules for LAND distribution by the token, but that probably will be the interpretation of the rule anyway.

What if players don't roll?
In this case, "players" in the abstract. The Totem would actually do the randomization.
