That's the old and obsolete public testnet created by @blocktrades.
One you should use is that run currently by Steemit Inc.
API endpoint https://testnet.steemitdev.com/
Lately, it was re-initialized and currently there are no proposals there.
HF21 on a testnet is scheduled to

Lol. Thanks for the info. Why there are no updates from Steemit dev team on discord or Steemit blog regrading testnet? I think this is quite an important tool that is not used by people often unfortunately.

Thanks. Do you have any contacts with Steemit devs? Their code slightly differs from the one that blocktrades made and there's no documentation on proposals yet :)
