This sentence is not really clear,
Saul was anointed king by the prophet, and proclaimed by the people, but was not confirmed by God, by his disobedience.
When Saul was anointed by the priest Samuel, he was confirmed by God. He was a very modest person, perhaps why God chose him.
Paul's example shows that we can loose God's favour if we do not remain loyal to him.
