I have to thank you for this post. Many questions I had are answered here, for instance: "The only thing that keeps whales from frivolously voting on themselves is the potential to be down voted by other whales"

What is a great step forward is that whales are able to vote now with only a percentage of their voting power. For instance you like this post and want to upvote it but on the same side you think 240$ are too much, you could vote with 1% here. (You would do 99% because you like me) Just kidding :)

Okay back to the topic, Steemit is like a newborn. Steemit will grow and will improve by what the community sees and what time shows us. The system is made to improve with the time.
