If they power up, they gain mana as well. Surely this is a better investment.
I don't think buying "RC" only would be a very good investment unless it was pretty cheap then it would counter the entire point of RC's in the first place.

    But if the person can't do anything, even power up I guess their next best option is to wait it out, or buy delegation externally...

      Even with zero sp you have enough rc to power up

        With HF20, you receive a minimum amount of RC with even 0 SP. This is enough to only do about 3 comments every 5 days, but voting and powering up is a cheaper operation.
