I am not promoting flagging. I flag because I want Steem to be worth more than $0 and if spammers milk the reward pool it will be worth $0. I expect others to care about where they live as well but very few flag outside of hate flagging.
You were flagged for posting YouTube videos 5+ times a day with zero original content. They were 1-2 cent flags for a total of $0.20 when you flipped your shit and started libeling and harassing me.
I flag you outside of that now because you are a troll, you continuously libel me with false accusations and ignorant comments that lack any basis of fact, and you constantly harass me. Freedom of speech does not mean freedom from consequences.
It takes a lot to get me to flag someone outside of spam/plagiarism/abuse. I am generally really tolerant.
If you think flagging for $1 (which drains as much voting power as if I upvoted myself for $1) to get 0.00000000000001 cents is a smart move, you are even dumber than I thought (and that's saying a lot).

I flag the amount needed to remove rewards, that is the point of flagging.
Flagging at 100% would drastically remove rep (You would be below 0 in a day) and hide their content. Neither of which I try to do except in extreme circumstances. It would also waste my voting power for no reason.
