As I wrote in a comment above, I think government is really going to be disrupted by blockchain. It is up to the imagine to figure out how many different ways. I am sure taxes will be tokenized in some form, at some point, and might have many different uses. Like you said, you could take a part of your property tax, when paying it, and allocate X to roads, Y to schools, and Z to environment.
