But in essence: the price is delayed.

Meaning - that in the near future - the internal price will be around 3.37$ - unless the whole market recovers very fast.

Why is that important?

This is important, because if you upvote a post now with a value of 3$ - this will be worth less if the STEEM price goes lower. (Which it will - with a high percentage)
