I read in the rewards section of steem.io that Voting Power is rate-limited and decays by up to 5% every time a vote is cast. Voting Power regenerates to 100% over 24 hours and the best way to maximize it is to vote 20 times a day at least. Is it still true ?

Thanks but it says 93% and I have voted a lot already in the last hour. I'm not sure I understand the decay rate.
