I also think that the limitations of spammers have also reduced activity which goes to your mention of having more of the reward pool to genuine non bot or spamming accounts. I am still unclear on how the timing of voting works as it is still not clear but I think we will soon be abke to reconcile some examples as rewards start being paid out.
