Could be totally wrong, but isn't the concept of steem dollars to support the steem environment? Meaning with the influx of people, Steem Dollars are more relevant in a use case, where as "steem" is more for speculative purposes on trading out to convert into Fiat or other cryptocurrencies. @andrarchy has a great video on this.
