Why would Justin buy a blockchain and then run it into the ground?

Buying a blockchain is a totally inane concept. It makes zero sense to anyone who understands why blockchains exist in the first place. Tron is centralized because Justin Sun's stake on Tron is large enough for him to control it alone.
