Can curators decide what tags belong on each post?

I have noticed many posts with irrelevant tags. The users are either not paying attention. They put the wrong tag. Take this post for example:

https://steemit.com/money/@bigs21024/all-lives-matter-we-need-to-take-the-color-out-of-it

This is completely and uniquely about human rights. Yet its only tag is “money.” Why?

I am asking myself whether I should tag this with the relevant tags or everything I can think of.

Curators should be able to retag posts. It would help a lot.

Like this post, if enough users add in a new tag, it should display in that topic category first instead of steem. For instance:
Steem is the blockchain this site runs on, steemit is the website you are talking about and want to change, so the better place for this suggestion would be #steemit-ideas.

I think they just posted in the wrong sub-steemit.

Yes, it is a curator's job to decide if a post is tagged correctly and flag it if it is not.
