Doesnt steems witness system make it easy for a 51% type attack? If there are only 20 witnesses plus 1 randomly selected one, couldnt the majority technically alter the ledger in their favour?

Bitcoin uses pow and so it would be much more expensive and difficult to do that since there are so many miners. Here, the freedom account has basically hand picked the top witnesses.
