A better way would be to have a democratic system for selcting the top 20 Witnesses 1 person 1 vote of equal strength for witness votes.
then limit the percentage of Steem Power any one person can hold. This will illuminate the hijacking of our direction.
But wow people would really need to step up to the plate to make it happen
