Basically applied to steem, a new users votes would count more until they had amassed a certain level of activity and curation rewards.
Then when they hit the next level it would be harder to get the same rewards. These concepts are used in video games. I am sure care must be taken to avoid Sybil attacks but I think something like this would lead to:
1) increasing participation over time from new users
2) better distribution of rewards
3) better content on trending
