Are you sure? There are two key features that make an action gambling.

  1. Games of skill are not gambling
  2. Games that don't get raked aren't gambling.

This is why home games are legal. No rake. Which laws are you trying to follow?

Irrelevant, the key has always been decentralization. The government can't enforce anything that happens in a decentralized manner. You make a poker app where anyone can create a server. Now you have thousands of people running around hosting rogue home game servers. Completely unstoppable.

You don't have to take any risks, just find someone else who will. The only person under threat is the person running a server, and if they aren't charging a rake they can claim it's the same thing as playing a legal game at home.

I've wanted to do this for years (more like 15) but I'm pretty useless I suppose.
