I've been thinking about this, and I think taking away rewards after an hour or whatever, is stopping people voting late, I still am because, hey why not and my vote is worth so little anyway.

However, I don't think it's fair to say to a whale that if you vote 2 hours later, you don't get anything, and that will lead to less voting, which is not what anyone wants.
