The CSI system is a good Idea maybe, I am not sure. An individual that has less than 500SP, is most likely going to remain in the red. They do not have the ability or the power like a large dolphin or a whale to spread their vote around.
When first starting out in steemit in order to build your reputation you need to find a like minded group of people, that is what most people that have spent any time on stemit tell you. I am not going to impress the cooking people with my ability to open a can of beans and cook them. My drawings that look like they were done by a 3 year old are not going to impress anyone.
I might be interested in those items, cooking and art, but I am not ever going to have a cooking post or an art post get much traction. Now in games, I may find a few or a lot of like minded people, of blogs that I really like, so I would tend to stay in that community as I try to build my SP upto slider category. So to build my REP in the game community, since that is what my blog is going to be about, my 10 votes a day are going to be concentrated in that area.
By having my 10 votes a day concentrated among a few people I am receiving help from, my CSI is going to be like shit deep in the red, for a long time. When Communities come to steemit, how is the CSI going to work with that, most people will be in their own little niche then. Homesteaders in Homesteading community. Authors in the Writing Community. Motor bikers in the Motorcycle community, Travelers in the Travel Community. All these communities already have pretty well known leaders of the pack in them. new users to get and gain traction are going to be using their votes on their leaders, and a few of the other predominant person of that group.
The reality of being less than a minnow is that you have 10 votes a day to use and that is all. You can use more but then it would not take long before your vote is 0 and it takes forever to recoup your vote power.

The CSI algorithm does not make a difference regarding to the users stake. I've optimized it a bit in the last hours and your value is neutral now (page refresh required).
Never underestimate giving a vote to other accounts even if it is only $0.10! You didn't vote for my comment but you have taken some time to think about the CSI and writing a great comment, therefore you will get a 100% vote from me ;)

You see, that is one of the problems. My vote power is down to about 85 percent. As a less than minnow status, I unfortunately need to be conscious of my level or vote value drops quickly. There are people that it does not matter how often you visit and vote do no reciprocate. An individual like me will unlikely reach green status until the vote slider is achieved.
I will upvote reply, as I do appreciate the response. All I ask is that this not become another whale centric system such as the downvote system. I have 4 stories that I enjoy reading on a daily bases, there go 4 to 6 votes a day depending on interaction. That leaves 4 to 6 votes for other areas of interest. It has been almost a week since my vote power has been in the 90 range.
In adition I have recently agreed to help 2 individuals on there project so there go 2 more same daily vote potential, leaving 2 misc. Votes available. That is my reality on steemit.

Did you try my manual vote tool on SteemWorld? I'm not sure if it will work with < 500 SP but I think it should. There's a slider:

very interesting conversation of the two, I'm going to try that tool, although I still wonder what it is worth to give a vote if it is not 100%? it is not more profitable for the 2 parties both voter and voted to receive the 100% vote
