This is such an important topic. How stunning that our economic issues in the "real world" play out right here in the virtual Steemit universe. As a member work toward middle class, I agree with you that it is imperative that we not just boost minnows, but boost Dolphins too, just as much. It would be so cool to see a small percentage benefit to the Whales who are doing the delegating but that is not built into the current delegation system. That percentage wouldn't be to the detriment of the delegatee but might provide more incentive to offer interest-free delegations in larger quantities.

Is there a community that focuses on delegations for Dolphins, or simply delegations to users in general? It may be worth a Discord channel for interested individuals to get together and collaborate on a wider-reaching initiative​.
