Odd that engagement would be falling whilst sign-ups are going through the roof. Two guesses off the top of my head:
- The vote count was artificially goosed by all those "how to vote strategically" posts, and fell down when those tricks didn't boost curation rewards (by that much);
- The amount of sign-ups is being sold on the basis of "Get $7 For Signing Up", and is attracting the kind of person who's less interested in participating than the reward. In other words, more and more sign-ups are by freebie-seekers.

I'm new, and I'm still learning the ropes and only commenting when I have something to contribute. It might just be a period of people figuring out the site, and only then becoming more engaged with other users. In the meantime, the ratio between number of sign-ups and comments from more experienced users is shifting.
