Voting for a bet semantically means voting to add funds from the daily rewards budget to the "pot" of the bet. If we allow bet content-types where this kind of funding happens (in addition to gamblers putting in their own money), then it should be both technically and socially acceptable to vote against the rewards pool being used this way. Downvoting a SteemSports or similar post should have no impact on the accounts reputation. It is merely a stakeholder expressing a disagreement over fiscal policy.

Voting to reduce rewards does not in general reduce rep. If voter A votes to allocate $X of rewards to a post and then voter B votes to reduce rewards on a post by $X (or any amount up to $X) then the effect on rep is (essentially always) either neutral or positive.
