I choose option 2, the flower shop. Being burned out is good. It will be safe as no one will check a burned out building. Also the items you pick up could withstand the fire (knife, gun, ammo, cans of food, flint for fire, etc). Might run into another helpful survivor with advice or resources. Overall, the best choice.
