I am sure that there must be some neck strengthening done by most athletes. Although, a strong neck won't protect you from a concussion. It's all about the brain being jostled.

The thing is that specialized neck training helps dispersing the shock of tge impact better. That is a very common practice in martial arts that help to withstand impact better
