What is Tour de France?
The Tour de France is an annual multiple stage bicycle race primarily held in France, while also occasionally making passes through nearby countries. The race was first organized in 1903 to increase sales for the newspaper L'Auto; which is currently run by the Amaury Sport Organisation. The race has been held annually since its first edition in 1903 except when it was stopped for the two World Wars. As the Tour gained prominence and popularity the race was lengthened and its reach began to extend around the globe. Participation expanded from a primarily French field, as riders from all over the world began to participate in the race each year. The Tour is a UCI World Tour event, which means that the teams that compete in the race are mostly UCI WorldTeams, with the exception of the teams that the organizers invite.
The Tour de France, the Giro d'Italia and Vuelta a España make up cycling's prestigious, three-week-long Grand Tours; the Tour is the oldest and generally considered the most prestigious of the three by fans and riders alike. Traditionally, the race is held primarily in the month of July. While the route changes each year, the format of the race stays the same with the appearance of time trials, the passage through the mountain chains of the Pyrenees and the Alps, and the finish on the Champs-Élysées in Paris. The modern editions of the Tour de France consist of 21 day-long segments (stages) over a 23-day period and cover around 3,500 kilometres (2,200 mi). The race alternates between clockwise and counterclockwise circuits of France.
The number of teams usually varies between 20 and 22, with nine riders in each. All of the stages are timed to the finish; the riders' times are compounded with their previous stage times. The rider with the lowest aggregate time is the leader of the race and gets to don the coveted yellow jersey. While the general classification garners the most attention there are other contests held within the Tour: the points classification for the sprinters, the mountains classification for the climbers, young rider classification for riders under the age of 26, and the team classification for the fastest teams. Gaining a stage win is also a hotly contested competition, fought for by a specialist cycling sprinter on each team.
Who is Peter Sagan?
Peter Sagan born 26 January 1990 is a Slovak professional road bicycle racer for UCI WorldTeam Bora–Hansgrohe. Sagan had a successful junior cyclo-cross and mountain bike racing career, winning the Junior Mountain Bike World Championship in 2008, before moving to road racing.
Sagan is considered one of cycling's greatest talents, having earned many prestigious victories, including two World Championships, two Paris–Nice stages, seven Tirreno–Adriatico stages, one in the Tour de Romandie, two and the overall classification in the Tour de Pologne, a record sixteen stages and the overall in the Tour of California, and another record fifteen in the Tour de Suisse. He has won a number of Classics, including the Monument race Tour of Flanders, two Gent–Wevelgem races and E3 Harelbeke, together with twelve stages in Grand Tours: four in the Vuelta a España and eight in the Tour de France. He was also the winner of the points classification in the Tour de France, in 2012, 2013, 2014, 2015 and 2016; as a result, Sagan became the first rider to win the classification in all of his first five attempts and is one win behind the record of six of Erik Zabel.
Following his win at the 2016 UCI World Road Race Championships, Sagan will wear the Rainbow Jersey for the duration of the 2017 season for a second consecutive year. He signed a three-year deal with German team Bora-Hansgrohe beginning in 2017.

Peter Sagan has been disqualified from the Tour de France after an incident that saw Mark Cavendish suffer a heavy fall in the spring finish of Stage 4.
Sagan appeared to force the British rider into the barriers with his elbow as the pair jostled for a good line in the final few hundred metres of the stage to Vittel.
And it was adjudged that the World Champion was indeed to blame for the incident.
An initial punishment saw Sagan docked 30 seconds and relegated to 115th in the field. But, following an appeal by Team Dimension Data, a subsequent ruling saw the Slovakian thrown off the Tour.

NO, they should NOT take him out. There should be a commite of people who judge. Now this is forced by several other teams which did complain. Not fair at all. It can not be the case that to many outsiders could make a statement and push a commite in a certain direction...... Its a pity that it went like this
He was taken out by the Tour de France judges, true after the appeal of Team Dimension Data, for me I'd say they shouldn't have changed their decision but I would accept it if they've decided so in the first place because on the video we saw clearly Sagan pushing Cavendish with his elbow
