Another solution could be instead of burning them, to lock them (or at least part of them) into a reward pool. That way they can 'sell out' with the only way for them to release is from players actually earning them from rewards in the future for a while. Packs remain one of the most valuable rewards that come from the chests. That being said, I don't mind the burn to speed things up since the print was just too optimistically high.
