Para nadie es un secreto que el tema de hacer trámites en Venezuela, aparte de ser un proceso bastante tedioso para el público en general (dependiendo al tipo de trámite claro está), se ha convertido en algo lucrativo para otro sector que pertenecen a las instituciones del estado o simplemente actúan desde afuera en complicidad con uno de los anteriores mencionados.
It is no secret that the issue of doing paperwork in Venezuela, apart from being a rather tedious process for the general public (depending on the type of paperwork of course), has become lucrative for another sector that belongs to the state institutions or simply act from the outside in complicity with one of the above mentioned.
En este caso me refiero al trámite de la Licencia de conducción. La institución a cargo de esto es el Instituto Nacional de Tránsito Terrestre (INTT).
In this case I am referring to the processing of the Driver's License. The institution in charge of this is the National Institute of Land Transit (INTT).
Antes de iniciar con el proceso, alguien que conozco me ofreció el "servicio" de hacer todo el trámite de la licencia por un monto de $30 y un adicional de $5 para el certificado médico.
Before I started with the process, someone I know offered me the "service" of doing the entire licensing process for $30 and an additional $5 for the medical certificate.
Esta persona no es funcionario, pero lleva tiempo trabajando como gestor (incluso es bien conocido en mi ciudad). Yo siempre he estado en contra de este tipo de cosas, pues creo que van en detrimento de las instituciones públicas y empeoran todo al final.
This person is not a civil servant, but he has been working as a manager for a long time (he is even well known in my city). I have always been against this kind of things, as I think they are detrimental to public institutions and make everything worse in the end.
Luego de obviamente decirle que ya estaba mi trámite en proceso (sin haberlo iniciado) me dio curiosidad y busqué en internet a ver como estaba ese tema en mi ciudad con los gestores:
After obviously telling him that my paperwork was already in process (without having initiated it) I got curious and searched the internet to see how this issue was in my city with the managers:
En Facebook con solo usar la palabra INTT puedes ver una cantidad ridícula de publicaciones con este "negocio" lucrativo.
On Facebook just by using the word INTT you can see a ridiculous amount of posts with this lucrative "business".
Pasando la página después de ver esa realidad, como siempre me fui por el camino legal a hacer mi trámite (así me evito que en un proceso de esos mi documento no quede registrado debidamente en sistema o algo parecido).
Turning the page after seeing that reality, as always I went the legal way to do my paperwork (this way I avoid that in one of those processes my document is not properly registered in the system or something like that).
Los requisitos del trámite | Processing requirements
Según los pasos descritos en la misma web de este instituto para solicitar una licencia de conducción (de 2da pro primera vez, en mi caso para motos), son los siguientes:
According to the steps described in the same web site of this institute to apply for a driver's license (2nd time for the first time, in my case for motorcycles), are the following:
Fees and Requirements:
- Single Application Form.
- Presentation of Laminated Identity Card (Valid).
- Road Medical Certificate (Valid).
- Proof of means of payment.
Todo esto cuando necesitas una licencia por primera vez, si el caso es de renovación no hay tanto rollo.
Ingresando en el sistema | Logging into the system
Lo primero es registrarse en el sistema para solicitar la Planilla Única de Trámites. En mi caso, como ya tengo una licencia de 3er grado (para vehículos), contaba con ese registro.
The first thing to do is to register in the system to request the Planilla Única de Trámites. In my case, since I already have a 3rd degree license (for vehicles), I had that registration.
Al ingresar lo que se debe hacer, es seleccionar la opción de Servicios Conexos en el menú y desde ahí seleccionar Cursos y Certificaciones
When entering, select the Connected Services option in the menu and from there select Courses and Certifications.
Seleccionar el tipo de trámite, que en este caso será la Certificación de Saberes. Palabras más, palabras menos se refiere al trámite por la prueba/examen para obtener la licencia.
Select the type of procedure, which in this case will be the Knowledge Certification. Plus or minus words refers to the procedure for the test/exam to obtain the license.
Una vez realizas ese paso, entonces procedes a pagar desde la misma web que te habilita las opciones en diferentes bancos nacionales: Banesco, Venezuela, Mercantil ...
Once you have done this step, then you proceed to pay from the same web site that enables you the options in different national banks: Banesco, Venezuela, Mercantil ...
El costo de la certificación es de unos $3 aproximadamente, para el momento en el que realice el trámite fueron Bs 75,61. El único contratiempo en mi caso es que en la página no especifican que luego de cancelar la certificación puedes acudir a la sede imprimiendo un correo que te llega avisando que el pago fue procesado exitosamente.
The cost of the certification is approximately $3, at the time I did the procedure it was Bs 75.61. The only setback in my case is that the web page does not specify that after canceling the certification you can go to the office and print an email that you receive stating that the payment was successfully processed.
Asistiendo a la sede | Attending the headquarters
Luego de tener los requisitos para realizar la prueba, lo siguiente es asistir a la sede en un horario comprendido entre las 7:30 a 3:30pm.
After having the requirements to take the test, the next step is to attend the headquarters from 7:30 to 3:30 pm.
Acá ya todo es cuestión de entregar los requisitos y hacer la prueba. Luego de realizar la prueba debes esperar el correo y en caso de ser aprobado, solo tienes que pagar la licencia (son como unos $7.5 183,44 al día de hoy).
Un plus para mi es que al llegar tipo 12:00pm no había gente 😎
Here it is all a matter of submitting the requirements and taking the test. After taking the test you have to wait for the mail and if you are approved, you just have to pay the license (about $7.5 183.44 today).

Con todo aprobado y luego de realizar los pagos pertinentes solo queda esperar el correo con:
With everything approved and after making the pertinent payments, the only thing left to do is to wait for the mail with:
- Certificado de aprobación. | Certificate of approval.
- Licencia | License
Para todo este procedimiento gasté menos de $10 incluyendo la impresión y la plastificación de documentos, al menos unos $20 a $30 Dólares me ahorré (son buenos para los antojos 😂), por otra parte, no contribuí con "el negocio" que tienen en torno a esto.
For this whole procedure I spent less than $10 including printing and lamination of documents, at least some $20 to $30 Dollars I saved (they are good for cravings 😂), on the other hand, I did not contribute with "the business" they have around this.
¡NO PAGUES POR UN GESTOR Y REALIZA TUS TRÁMITES SIGUIENDO LOS CANALES REGULARES!
DON'T PAY FOR AN AGENT AND DO YOUR PAPERWORK THROUGH THE REGULAR CHANNELS!
Lo que pienso de este proceso | What I think of this process
- Cosas no tan positivas: Lo de la certificación de saberes es para hacer que pagues por el examen y luego por la licencia (y para que andes con un papel adicional en la cartera 🙃). Se ve muy mamarracho el documento 🤣
- Not so positive things: The knowledge certification thing is to make you pay for the exam and then for the license (and to make you walk around with an additional paper in your wallet 🙃). The document looks very bad 🤣
- Cosas positivas: El documento tiene una duración de 10 años (creo que eso si tiene tiempo), y si por alguna razón pierdes la licencia, puedes imprimirla nuevamente, plastificarla y listo sin necesidad de asistir a la sede del INTT 👌
- Positive things: The document lasts for 10 years (I think that if you have time), and if for some reason you lose the license, you can print it again, laminate it and ready without the need to attend the headquarters of the INTT 👌.

Con todo esto, lo que intento decirles es que si queremos ver un cambio a favor de todos empecemos por nosotros.

Por lo menos con hacer las cosas bien y no ser parte de este tipo de cosas, seguro todo irá mejorando poco a poco.

Con el certificado de aprobación te mandan otro como para que lo tengas enmarcado en la sala de tu casa (si, así como hace la gente que se gradúa en la universidad 🤣).
With the certificate of approval they send you another one so you can have it framed in your living room at home (yes, just like people who graduate from college do 🤣).
Espero que de esta experiencia vean por si mismos que no "todo lo barato sale caro" 😅
I hope that from this experience they will see for themselves that not "everything that is cheap is expensive". 😅
Es preferible hacer el esfuerzo y realizar sus trámites como se debe (lo mismo aplica para el pasaporte que ha mejorado bastante).
It is preferable to make the effort and do your paperwork as it should be done (the same applies to the passport which has improved a lot).
