It is a vote ring, which is abuse.

They were probably flagged by @steemcleaners or someone like that for plagiarism and created a bunch of accounts to retaliate. But these groups only go after new users, because they have zero effect on larger stakes. @thealliance has been called to action on this and many of us will do what we can to counter their downvotes.
