Hey @dimimp, was at Joshuaetim's blog and saw his proposal. Great stuff, ATM I haven't seen anything wrong with the proposal but I'm still looking through it. It's a great idea actually and it would bring about some level of organization.

About the transfer of funds, I believe whenever we have a proposal it should be reviewed first and if it is deemed relevant and useful the proposal should be approved and the funds sent to the relevant personnel. Running all funds through a single person brings about 'bottle bureaucracy' which slows down development, growth and progress. All transactions are open so funds can be monitored.
I would suggest funding should be in installments, further payment should only be made after a certain phase of a task have been completed and the recipient have proven himself worthy and deserving of such an honour.
