I think the problem stems directly from two issues. People don't care/pay attention to what they upvote for various reasons. (Curation, buying votes, bots, etc.) The other reason is that people can make more posts than the few people that do notice are able to downvote.

Then again all of these problems come from one root cause, giving money more power than people, but whatever.
