The year is 2050, a new world has emerged from decades of chaos and despair. Global economic collapse has happened, followed by total war between the US/NATO, Russia, Europe and China. Soon India, Pakistan, Iran, Brazil, and the rest of the world was dragged into the conflict. A combination of nuclear weapons, designer plagues, and robotic weapons has destroyed civilization as we know it.
Amid the rubble, the stirrings of individual new communities begins to happen. From the chaos, new state actors emerged. Each with it's own government style, agenda, and purpose. What will yours be? What destiny awaits your people?

Update on Rules
So - I'm sorry, but the rule set isn't done yet. I had to deal with my wife having a medical emergency this weekend. I only had time to do a rough revision and update the map. Definitely going to be ready soon, but basically I'm going to keep track of things in a Google Sheets doc.
I'll have an interface where you as the player can view your balance/etc - but I'll be doing all of the editing myself. Battles will be fought via @Dicebot - with special rules for Army, Navy, Air, etc.
A big thing to watch out for though will be Stability - if you expand to fast, or go overseas too soon, you might get a revolt. This could result in a new NPC Nation that I will control (but won't be eligible for the prizes). Why do this? Firstly it's a cool mechanic for worldbuilding, secondly it will keep Aggro military civs from steamrolling all of the Infrastructure/Diplo players.
Syndicates
I'm also introducing a concept called Syndicates - basically it's like playing as the mob. At the start of the game, this will only be available in the "dead metropolises" - so the world's surviving megacities - which have since become small independent microstates. They are also radioactive - at least for the the first 50 years of play. New megacities will emerge from the regular nations later in play.
Basically though, a syndicate can't build or expand into territory. The only occupy cities. Sort of like how NYC might have the Italian Mob, the Russian Mob, etc. Regular Nations will be able to run Syndicates in other cities - but at a steeper price than a syndicate player. Except a syndicate is part mob, part Corp, and has hacking elements.
Why play with Syndicates? Well, information dealing. The number of troops/money someone has is going to be private information - unless you're a syndicate operating in that territory. Also, Syndicate players can try to steal output/income from another player's production. Or they can buy into a foreign city and try to drop a nuke.
Also, occupying the Dead Megacities can grant a boost in research points, if applied. Population growth in those cities are severely restricted though. Basically - it's gang warfare, wiping a syndicate from a city takes either Civil Ops units, or 2x Army/Marines.
Each city can fit up to 4 Syndicates at a time (one player can only fill one slot - not multiple). Once those 4 get filled, you'll have to have to fight one to gain entrance. Expansion rules will involve fighting instead of colonizing, and will have steeper cost to move into a different "region" - IE Hong Kong to NYC would be harder to win that Hong Kong to Tokyo.
More to come later- and I'll be guiding most of the fights. Also, existing players, don't worry if you don't have a syndicate to start with - you'll get an automatic one if you colonize the territory adjacent to it (Toronto for example) - and early on in the game you'll be more worried about food than cyberwar. You might even wish to avoid the megacities altogether as a form of defense.

- NATION PLAYER: Make sure the provinces are touching or nearby on water - name them if you'd like, but also pick one as your capital.
- SYNDICATE PLAYER: Pick up to 5 Megacities in any one continent/region.
2. Pick a name and design a flag (use a flagmaker or photoshop)
3. Name your government type and select 2 perks that describe it
- Distributed Authority (+3 Permanent Stability)
- High-Density Farming (+1 Agriculture / Province )
- Skilled Surveyors (+1 Resources / Province )
- Skilled Engineers (+1 Industry / Province )
- Digital Currency (+1 Commerce / Province )
- Conscription Military (Military Units cost 10% less)
- Social Welfare Program (Population Grows 10% Faster)
- Higher Education System (Tech. level grows 10% faster)
- Free Market Doctrine (Commerce 10% more effective)
- Planned Economy (Commerce 10% less effective but industry is 15% more effective)

4. Write some history & information about your country
- History: how did it start, maybe a paragraph - talk about survival after the war period.
- Common Languages, Religions, Ethnicities, Political Divisions
- Any other relevant story telling!

All SBD on RisingSteem official posts will be allocated to the top 5 nations at the end of play. (You get to keep the SBD from any lore-building self-posts you make.)

Nice work adding the Syndicate layer on top of the game! Frankly, I was just writing out a story and thought nice, I could try to tie in with this game, and just laid out the provinces, and possible perks / un-perks . Sorry for the trouble! lol
