In peoples experience what is the best way to learn how to code, what resources would you recommend, what languages would you recommend to start with, would you suggest paying for courses and is so what ones or are there good and reliable free resources and services available and again if so which ones?

It depends on which path you wish to take.
There's a huge difference between someone who'd like to develop apps for mobile and a web developer.
As a web designer myself, I would suggest you start with Javascript. It's a good way to start to learn coding and from there other languages would prove to be similar in some way.
If you wish to code for fun, then you're lucky. You can use all the time you need just for the joy of it! However, if you wish to code to earn or have a career, I suggest you research what's in demand in the market and start your path from there.
Codecademy has really great learning paths. Enjoy!
