Can Someone explain me why the Payout got declined for some blogs at steemit

@ all proud community members ,
i have recently seem some of the blogs has got good no of upvots but the payout has been decline.

can someone explain me why it got declined .
for example there is a trending post going on

BlockTrades has re-enabled purchase of ETH

but the payout has been declined for the post . can someone explain me why ???
