So well, If I had your power I would definitelly support minnows with good content and I would even contact local NGOs with a good cause behind which I knew are serious and responsible with they money (I would visit the NGO in person to make sure I can rely on its management) , and I would encourage them to create a steemit account and daily blog where I would definitely put most of my vote power
