There are three awareness centers in the human body.
The oldest one, which we share with the animal kingdom is the splenic awareness center. This is related biologically to our immune system. This is where the instincts/intuition build their quality.
The second one is the mental awareness, biologically this is referred to the Neo cortex of our brain. This is where we conceptualize and give construct to the information that is stored in the grey areas of the brain. It's also the awareness we most identify with. Whether we should be or not.
And lastly the emotional awareness. Biologically it is referred to the kidneys, pancreas.
All these awareness centers process time differently.
In the mental awareness you can think about a problem at all time; yesterday, today and tomorrow.
In the splenic awareness it's all about the now. You go into a meeting. You're about to open the door. The instincts “shout” at you: “No!”. It doesn't come back a second time.
In the emotional awareness it's a wave. It can start down low then builds up till it goes high then comes back low again. Or it can start high then go down low then high again.
So the short answer to your question is No. These are two separate and different awareness centers; Instincts and Emotions.
Instincts are more stronger than emotions. Ever seen an animal feeding itself? Try to snatch away it's bite and instincts kicks in matter of seconds.
