This proverb is common to many nationalities. The meaning is this: when a person is failing or when a person's hope is fading, that person tends to try anything (including things that cannot save them). But that aside, this proverb can serve two purposes, depending on how we look at it. It can be viewed as providing perspective into the life of someone who is helpless.
For instance, a woman who is a victim of constant relationship abuse may easily latch on to someone who promises hope of a better life. In this way the proverb can be said in a way to sympathize with the victim. The proverb can also be viewed as providing perspective into the ways of people who try to play smart when they are exposed. In the realm of reasoning, there is a term called "straw man argument". It is when people cannot refute or argue against a strong point made by their opponent and as a result misrepresent their opponents point in order to make it easier to attack it. I see a lot of cases like that in political debates and in relationships. People who try to adopt such tactics to play on our intelligence deserve to be exposed and criticized.
