It is obvious that writing in non-english language would result in less visibility. Supporting users from your own country and supporting posts written in your native language is a good idea, but I doubt it needs any special action. We all do it anyway, don't we? :-)
As @madlenfox mentioned here, we are all on Steem and there's a place for everyone writing in every language, so lets just support good quality content despite language it is written in. Members of local communities might be helpful here to avoid abuses (like language-specific plagiarism, etc.).
Language specific curation trials and upcoming communities would help even more.
Btw, I saw many good quality content on Golos, too bad that those are not posted on Steem. I would vote for them despite the fact that they are written in language that I do not understand (without help of translators).
All those troubles and issues would be smaller as Steem would grow.
